Evaluation of Programmes
PSP has an impressive track record of conducting high profile evaluations and reviews for a range of public sector clients, including UK Research Councils and National Academies, where our understanding of research policy issues and the policy-making process enables us to make practical recommendations.
PSP plans and implements evaluation strategies, working with clients to clarify the aims and objectives of policies, programmes and projects to decide what it is important to evaluate. We design and conduct the evaluation, analyse the findings and provide a publishable report, recognising accomplishments and making evidence-based recommendations, highlighting where strengths can be further developed and where more fundamental change is needed.
Our approach uses a mixture of research techniques, including analysis of management information, surveys, interviews and focus groups with beneficiaries, decision-makers and managers to provide a fully rounded picture of the project or programme being evaluated.
As well as undertaking evaluations we help our clients to build their own expertise and capacity to enable more informed purchasing of evaluation or for evaluation to be undertaken in-house. To do this we develop evaluation frameworks, logic models, ROAMEF (Rationale, Objectives, Appraisal, Monitoring, Evaluation, Feedback) statements and evaluation toolkits which allow clients to undertake their own data collection and analysis. We also provide training in evaluation.
